Emergency services received reports of the blaze at Lower Melville Wood Landfill Site near Ladybank at about 13:35.
The three monkeys were found in a small cage in Aberdeen and are now at Fife Zoo.
It says alternative provision should be found for the majority of 31 branches being closed.
