Aberdeenshire Council agreed the parade to commemorate the anniversary of the Battle of Boyne on 27 June can be held with conditions.
Organisers have proposed holding the procession on 27 June.
The Accounts Commission says Aberdeenshire Council is well run but faces "challenges".
It was banned from marching through the town two years ago to mark the opening of a new lodge.
The financial cost for Aberdeenshire Council had been estimated to be more than £220,000.
There will be £9m of savings, and council tax for a Band D property will go up by £153 a year.
Councillors in both local authorities agree not to grant it, amid concerns about the cost.
The increase would mean a typical Band D household paying an extra £65.
The local authorities in Aberdeenshire and Moray will meet next week to discuss the proposals.
