Spanish Prime Minister Pedro Sánchez says the priority is "saving lives" and protecting inhabited areas as wildfires continue to rage in Spain.
But he warned that "complex hours" lay ahead, adding that although temperatures have dropped, "we do not know exactly how the wind will develop, how strong it will be".
He made the remarks while visiting affected areas on Saturday.
