'Britain does have a low-pay problem'
Chancellor George Osborne made a surprise announcement in Wednesday's budget of a new national living wage of £7.20 from next April.
"Britain does have a low-pay problem," he told Today. "It’s a country… that has not been productive enough.
"We have a welfare system that is unsustainable."
